You might try talking to your parents at a time when they are not being distracted. Tell them that you would love to have a kitten that you could keep inside and see all the time. They may be resistant to the idea because of the expenses involved with another pet such as food, litter, shots, spay or neutering. Do you babysit, cut grass of do anything to earn a little money? You could tell them that you would be happy to help out. Most parents end up taking care of the pets their children beg for.
It may take time to convince them but if you show them up front you can be trusted to care for your kitty, they may eventually give in.

You may have an unhappy cat for the short term, but confining him inside will turn him into an indoor cat. Most cats adjust. As long as you make sure the doors are closed, and he has a window to look out, they adjust quite well. (I assume he is neutered, as that is critical).
Adding a kitten as indoor only (the best way) gives a turbocharged bundle of fur that may be more than you expect, and will get into and onto everything. Your older cat would probably be better to train him to like being indoors. Just give him the love you would give the kitten.
Showing your parents that you are willing to do that might be the first step in later getting a companion for him, and that could be a kitten.
DO NOT listen to the first person, many parents who do not want another pet will just take it to a shelter and that's sad considering the cat just found a home and is now being taken back. Show them you are responsible and can care for another cat- do chores around the house, offer to clean the dishes and help your parents out. This way when you do ask them, they will think ';well she/he has been doing very good lately and helping out a lot';. DO NOT JUST BRING HOME A CAT.
You have to remember each pet can be very expensive so if your parents say no, it's not to be mean but for a reason.
Show them that you are responsible enough to take care of a kitten, and you have to agree to taking all the responsibility.
Ok, first do good in school. worked for me when I was ur age. Then say dramatically that you saw a mouse and when you tried to catch it, it ran into the basement/cabinets ect. And say you couldn't find it. Then wait two days, then scream and say you saw the mouse. Thats when you say,'; Maybe our outdoor cat can get them!'; then say,';Oh, wait I haven't seen him lately... '; Then say , '; Damn, if we only had another cat!';. See the thing is, you have good grades, that will persuade them that you will take care of it. Believe me, grades practically give you a like a pass into nicer parent land! Seriously! Ok now wait another day, clean the house up a little... but not too much to make it seem like you want something. However, if you have chores, do pretty much all of the house! Now if your parents question you about the cleaning, say that you saw mouse poop all over the place and decided to clean them up. Then say that you wanted to clean the house anyway to scare away the mouse. Then pop the big question! THere is a likely chance that they will say yes. Now the key to making them get you a kitty is organization! Prepare yourself for the ';will you clean up/feed it'; talk... say that you will scoop the litter box EVERYDAY so that it won't stink, then say that whatever messes he makes you will clean it up pronto! Then say that if you forget to feed him, that you will give up ur most prized thing! If they say yes then your in! But make sure a few hours later, that you pretend that theres a mouse... it doesn't hurt to supplement the decision!
I hope I helped! It takes a few days to do, but its worth the wait! Plus, if you take good enough care of it, you can probably get another pet! Haha the first persons answer could work too, but it might have parasites and thats a big no-no.
Find a kitten you want and bring it home and say ';aww look what i found a lost kitten without a home, mom we cant just let it outside, its to small of a kitty'; then she will feel bad and let you keep it. It will work... trust me
