if the parents rights were terminated and the grandparents adopted then yes it would be legal. If the grandparents are allowing unsafe people to babysit the children-then there is a problem. What was the reason the rights were terminated and were they terminated by a court order or the parents themselves?
This almost sounds like a social security scam that recently made the news.
