Anyway: This is what I did when I was your age;
I researched for years...
Yes, years....
On breeds, on taking care of them, on finding a good breeder ( which was kind of a waste because I adopted), everything imaginable
That's how I know what I do now...
From when I was 10....
So, you pick out the breed that's best
Not what you like the most ( I know- that's hard)
But you choose the breed with the general temperment that's best for you...
Then you do research on care...
Learn everything
Read books, internet, you name it- do it
Find a responsible breeder
What makes it responsible?
Read about it
Yes- You need at least 1 year before you get a dog!
Even then, your parents may say no
But, you'll be an adult one day and really, they have to pay everything and do all the doggy chores ( even if you do some)...

You don't - they are the adults and they would be the ones paying for the dog. If you fail to be responsible for this dog, then it falls on them: feeding, brushing, exercising, etc.
If they don't want to pay or don't want the responsibility (or threat of responsibility) then that is their choice as the adult parents.
The only thing you CAN do is ask nicely and accept whatever answer they give.
You are already in a much better position than other kids wanting pets...your parents have already had animals in the house. SO many parents have a zero tollerence of pets because they think they are filthy. Dogs are a tie, though. They should not really be left for longer than 4 hours....so who will be the companion when you are at school??

The asker has another question posted 5 months ago about vet costs, so they had obviously done some research not a spur of the moment thing.
Dogs are a lot of work. Your parents must be prepared to take it all on because you simply might not be able to. If your folks don't want to bring a dog into the house then you have to wait until you live on your own.
I had the same problem with my parents a couple years ago and we finally got a dog(: the trick is to tell them that you will really take responsibility for the dog and you wont just play with it for two weeks and be done. hope i helped!

tell them your going to walk it and feed it and take care of it. also say you'll keep your room really clean
