I'd hate to think it is about the $$$, but, sad to say it is about the money. The state as well as the federal government and counties have spent over 2 decades overspending as they speculate as what will be 'best for us', as families, communities, and as a nation.
Not unlike the mortgage fiasco, they are realigning their numbers and dollars doing a C-Y-A thing. Is there such a thing as a bureaucrat being able to use logic and reason? I think not, they are preoccupied with saving their jobs and standard office procedure.
As families and parents we can do nothing to help them along those avenues, and they fail (refuse) to recognize or consider the 'intent of the law' and the welfare of their constituents.
Sorry that I portray such a lopsided opinion.... I have been overwhelmed with being deterred, deferred, denied, detained, disenfranchised, and disillusioned and would appreciate someone logically putting me on 'the right track'. They appear to be preoccupied shoveling coal into their outdated steam engine while the rest of us anticipate high-speed low impact mass transit equally available for us all.
We all know the axiom regarding opinions,,, such is mine.
